The first few moves need to open up the central area,
so work to the edges.
But always make combos.
Remember if you make a striped candy by moving a piece sideways to make a line of 4 you'll get a SIDEWAYS striped candy which will help to blast the two side columns.
Once you've got some play area try for combos.
Best one here is a wrapped on striped (but make sure you get it low enough), or a spotted on striped, especially when you get some candy in the side columns.
Just go for combos and ignore the columns, hope this helps.

How I got through this level was to break down all the icing
(walls) in the middle of the board.
Then I made a striped candy and a chocolate bomb.
When I blew those up it hit some of the
ones on each side. Then I made striped candies with the
stripes going right to left instead of the stripes going up and
down. I used those to hit the ones on the side.

01/14/2014 I went back to this level to remind myself why level 181 is
considered by many to be one of the hardest levels in candy crush. 3rd hardest
according to wiki. This is an ingredient drop level requiring 2 cherries that
are dropped from 2 single column islands filled with 3 to 4 layered meringues.
The main play area is relatively simple and straight forward. Start making
horizontal stripe candies from the very top because they will drop fairly
easily. You have 50 moves and need at least 14 to take out the meringues in the
islands and drop the ingredients. Remember, you can control the way the stripes
go on a candy by the direction you make the swipe. Moving a candy sideways into
the combo makes a horizontal candy. Contrary to most ingredient levels, stand
alone vertical stripes do very little to help in this level.... unless it is
used to fire off a horizontal stripe somewhere within the meringue zone or used
in combination with a wrap. Which is your most powerful combo for this level. A
wrap/stripe combo will knock out 3 rows of meringue at a time so try to get as
many as you can. If you happen to get a chocolate bomb in a cascade, the only
real strategic way to use it is to pair it with a stripe, make sure to fill the
"meringue zone" up with like colored candies to increase your chances
of hitting the meringue multiple times. You can also swipe the choco bomb
sideways with any color and that will make any cascade given stripes horizontal
too. Good luck and remember, this is one of the hardest levels to beat so go
slow, plan your moves, predict the outcomes of your moves and take a break if
needed. Don't turn into a crushing zombie because you forget to take your time
and just crazily crush
